Sometimes regular applications are detected as threats and security applications might block them. Sometimes, these apps are actually ok and they're considered to be a false positive. Open Norton Security and check the Quarantine zone. Right-click the application blocked and add it to the exceptions list. This will allow the software to start properly the next time you want to launch it.
It's also recommended to scan the installation folder of the RMS Express application. In the case of a possible infection to clean the content.
Just upgraded to 1.3.8. Set up RMS X on a second computer; entered the correct password. Get message: "Wrong password". When I ask for a reminder to be sent to my email, I'm told I haven't set up a reminder email. But I have; but RMS X won't accept it, because my password is wrong. So I'm stuck in a loop; I can't set a recovery email, which I need because my password is wrong.

You need to remove everything, then perform a repair of the main application and then try again. Follow the instructions to add a recovery email. I have checked the websites, but none of them provides information about this. I recommend checking the built-in Help, but if it still doesn't work, then contact the Support team. Go to Help > About and note the contact details, then get in touch with the developers.
A week ago my RMS Express and AirMail said that I failed the Secure Login. I've tried to change my password by changing it on the Setup page. Updated it. But no luck. How do I reset the password?

The only way to change the password is actually through the Forgot password?. However, since this application is using a database, you can change the passwords through the database, but that assumes you are the administrator of the system. You can access the database through File > Connect.
If a mode lists its mode as P3, does it signify that it can not accept messages from a station using P1 or P2?

There is no specific information related to this mode although there are websites that mention it. Have a look at the websites listed through Google Search. It's the only way to find info about the P3 and P1/P2 modes.
Also, I recommend using the latest version of the software from the official website: http://www.winlink.org/
There is the possibility to contact the developer using the following email address: [email protected]
There is no information about an OS X port of this application. Although it's not confirmed, the application can be tested in a virtual environment. Install Windows through Bootcamp and you will be able to have this application running on a Mac. This is the only way to make it work at the moment.
